Changes to the Liquor Control Act will significantly reduce red tape and make it is easier for producers and restaurants to do business, according to peak industry association Restaurant & Catering Australia (R&CA).

The introduction of the Liquor Legislation Amendment Act 2015 will allow producers to sell alcohol ancillary to a meal or for comparative tasting, as well as allow these operators to sell alcohol other than their own.

In addition, the Act abolishes an anomaly that restricted patrons from moving freely in a licensed premises where they may cross an unlicensed area, such as a footpath, into an alfresco area.

R&CA CEO John Hart says the changes are common sense.

"Red tape reduces productivity in the workplace. Patrons want the flexibility to drink and dine as they please. It is important legislation does not unnecessarily hamstring businesses in the provision of hospitality and dining experiences.

"Winery restaurants and cellar doors are an important part of the tourism offering in the state. The changes are necessary to realise the objectives of the state's food and wine tourism strategy Taste 2020 and to continue to grow the sector that attracts 400,000 gourmet travellers each year."

Hart says it was encouraging to see government progress recommendations of the Liquor Control Act Review, and address key concerns raised by industry.

"We mustn't lose the momentum generated by the first stage of red tape reduction measures. The second stage of reform must happen as a matter of priority in the first half of 2016, including removing further restrictions to the provision of alcohol ancillary to a meal in restaurants," Hart says.

The first stage of changes to the Liquor Control Act come into effect 20 November 2015.
